WASHINGTON — The US House of Representatives passed bill H.R. 4 in August 2001. The bill includes a $2,000 tax credit for energy efficiency improvements to the “building envelope” of existing homes and for new construction. The tax credit applies for a five-year period from January 1, 2002, through December 31, 2006. A prescribed agent must certify that qualifying products meet the standard set out by the 1998 International Energy Conservation Code (IECC.)
At press time, this bill had been placed on the Senate’s calendar for 2002 but had not yet been voted on.
